GameServer Commands ->> Problem

Hello ,
Im have my rappelz pserver ,
and how can i use commands ?
im have commands :
#insert_item(910000,100,"ur char") ->> HV TICKET 90 days
and when i write this commands to gameserver and clicck enter , im dont have hv ticket in game ? ?
how to fix it ???
im only can write commands for Buffs ->
not for item , pets ,,,

How To Fix This ? :O

second : command for HV TICKET
third : IM DONT HAVE HV TICKET IN GAME !!!! !!!
