No, you couldn't.
GameGuard prevents you from hooking a process debugger to your game and detects less intrusive cheat methods such as AutoIt/c# bots and cheat Engine (which checks memory).
Being able to use the game without GameGuards allows one to use the aforementioned techniques (without the need of tools such as sandboxie).
Since Rappelz is a MMO, the game client is only a window on what's going on in the game (from the server to you), and it also acts as a remote control (from you to the server). When you play, the mouse clicks and the key you input are sent to the server (or their associated command; basically, what you want to do), then the server processes every command and make sure you are allowed to do it before executing it. Then the result of your actions (along with other players', mobs', etc action results) are sent back to your game client and displayed in your Rappelz window.
All of the game logic is processed on the server, and this includes the amount of money you have on your character.
Changing a value that is processed by the server, such as position, money, etc., with Cheat Engine on your computer would not change it on the server. I'm not quite sure of what would happen, though. Maybe "game hack detected, you're banned!"?
Bypassing GameGuard would probably allow you to modify values that are NOT processed by the server (I think camera angles are one of these, rover could confirm).
