work even when the players?

or do you also taking into rebron bend so that the skill comes ?

The short answer is "NO"

for the long answer a little more tricky.
if the 2 of you stand toe to toe and attack each other and the opponent has a constant attack on u, and if by chance that u survive his attacks, and if by chance he survives urs, and if by some chance ur freezing arrow skill activates, it would stop his attack for the amount of time it takes for ur opponent to click his mouse again.

the next to short answer, freezing arrow is best for stopping mobs that deliver more damage than u wish to take. otherwise it's a sorry skill.
