I need help AGAIN!

well i downloaded my NAGC Pando downloader then before it starts it says
"your system is currently not allowing access to our servers"
I did my Firewall thingy but still nothings change...
Anyone please help me..

and another problem is

use hotspot shield when downloading, but it might slowing your download progress.
