i faced the same problem,
it was problem with the FTP url in the Server.conf file
make sure it's using port 80 instead of 8080 as long as the url is Http.
if the URL is HTTPS then use 8080 as a port.

billing server is incorrect , try getting the new billing server where you only have to update the DBConnect , and everything else is done for you.
