Friend says me,he knows how to hack nosdollar he doing it in french server and deutsch people are good hackers so can tell me it o_O he doesnt want tell me it plz tell me how to it
he says something about bypass credit card payment or what

Its Illegal.
They buy some Nosdollar with Faked Creditcards.

No legal methode possible. Don't try it.

Maybe you can use "Sponsorpay". If u wanna "cheat" with it search with Google... There are threads in this forum. Good luck.
