States buff for everyone

Hello all how to launch a general "buff" into my server without reset and without modify on_login plz ?:handsdown: TYVM

i think he is wondering the command to put a world buff for all player without restart/modify server and ressource of his server ^^

btw, maybe i'm wrong, but ATM it's the only way to put a world buff : modify you on_login.lua file.
