I don't change any detail in local.ini.
I'll cry cuz' remove & install 5 time. I don't touch local.ini.

Change whats in the local.ini to

[LOCAL_INFO]
NATION_CODE = SINGAPORE
SERVICE_REGION = SINGAPORE
LANGUAGE = ENGLISH
SERVICE_TYPE = 2
;NATION_NAME = KOR
;NATION_NAME = CHS
;SERVICE_TYPE = 32 ; NC GSM, NC LogD
;SERVICE_TYPE = 65536 ; AntiAudiction system enable

For me it worked,say me if it worked :D
