C9 Error And FireWall Off Help ! Join

Hello
i setup my server all fine :) was working but had some Problem with my Own PC
changed it
then i did other setup server on the new PC :)
and now
am trying to fix the c9 Error
if someone can tell me the Steps to Slove It
What i did to try to Fix it
1- Fire Wall Off
2- AntiVuirs out of my PC
3- Ports are Open But i dont know all Ports
if someone can give me all Ports to open it in Router
and What about this Local Adapter i did it but am not sure

u need to buy a modem instead of ur router
192.168.1.X can't bind with 87.54.x.x
u need a modem or u need to desactive Ipv4 and active Ipv6
and ipv6 not supported by some ISP's

server was working for 2 weeks
but something happend after lost power off and onn
and now i worked it but with C9
so there a way but i dont know it
and that one helped me for server hes not around anymore
