I had this problem too a while ago. Turned out my content type was wrong in the certification server. the "Locale" aka content type has to be 22. By default it's probably 15 or 17 in your ini files. be sure you changed them all. (Except for the file which defines it's value ofcourse).

Just do exactly what they tell you to do in the guides and you won't get this problem.

Check your RAM. Maybe it is not enough for all regions.

This error can means much things.
Like you added one thing twice in your db,or you edited smthing what shouldnt be edited and so.

This is a common error, and there is not a single solution for it, depending on what you changed on the DB the solution might be different. Usually reverting the changes you just did solves the problem.
