The reason they don't appear is because you haven't updated your source to 5519 yet.
Packet structure changes between patches (it and encryption (as well and new game systems) are the ONLY thing which controls which patch a server supports. When you edit the source so a newer client can log in to it... that doesn't mean everything will just work. You still have to find any other packets which have changed and fix them in order for things to work again.
The difficulty there is that the public packet sniffers no longer work due to the encryption change so you cannot log packets and structure them from official conquer.
That being said they WILL work on private servers so if you can find a fairly complete 5519 pserver then you could use a packet logger there in order to try to structure your packets (that being said... most pservers I've done that on are realllyyy ignoring a ton of packets or building them wrong)
