bicos i didn't found the right video to do a Diablo 2 Private Server

Then you probably should just let it go and play on one that is available already. Somebody who wants to be a server admin should at least be able to install the server with the documentation.

i don't need to play i need to maid my server can anyone help ?

Did you Forward the Ports? And can you use Telnet?

To use Telnet press Windows Key + R to start cmd after that type in in cmd
Telnet 0.0.0.0 8888 "0.0.0.0" stays for your IP or your Inet IP to find out your IP open CMD again and type in "ipconfig /all" without the (") now you can see some IP Adresses try out all with Telnet <your ip> 8888.

If you cant telnet any of your Ips you have to activate it on your Windows. To activate Telnet on your System you have to do this: [Only registered and activated users can see links. Click Here To Register...]

BTW: Do you use a Root Server or Home PC?

I had the smae problem. in connection to running PvPGN.exe, also run d2cs.exe and d2dbs.exe

after i ran those other 2 applications i did not get that error any more
