how to make "itemoptionupgrade.csv" work ?

itemoptionupgrade.csv could upgrade weapon or armor's options , did anyone here study it and succesfully ? share your work or idea pls .

a .exe thing i think..

noone do some work on it till now ? release ur idea or method ?
