How to use this mod?

I just downloaded this mod: [Only registered and activated users can see links. Click Here To Register...]
and I put it into Mabinogi/data/gfx/char/human/tool then use data packer but nothing happens. Am I doing something wrong? Am I supposed to replace the data folder with the data folder in mabi?
