Wich Packet allows to Spawn a effect on given coords?

I read somewhere the String packet would do that if you put x&y to the UID offset, I dont get that tho... Anyone please enlighten me :P

It's not a packet in itself. It's subtype 9 of the 1015 packet which is just before RoleEffect that people use for cool effect.
