Its a server with a very bad Class Balancing. I tested it. ONLY DONATERS are able to play mages with full power. Refresher Hold = Donate Item, Activation = Donate Item (or in the event where you need to farm all over the map those red dumb bulls).

If you see the Blades next to that with Awakenings like 50+ Adoch you know why there are nearly no Elementors, Psykeepers and Ringmasters. I think that one Elementor i saw was just a Farmchar.
