Depends on what source you are using, if its a 5165, the shops are in Shop.dat, if its a 5375+ the shops are in emoneyshop.ini.
To make a NPC to open a shop window, like shopping mall, you have to type 1 instead of 2 at its type, in your database in Navicat at NPCS table or w/e its called.

If you would like to all address your attention to the loverley! Search function elitepvpers has built into it.
This search function has many features including one that you can use to search for things!
Type into the Search Bar "Make a shop" and I am 100% sure you will come up with a few GOOD examples / guides
Although not too sure about 5375 :/ I have never used that source, thought about using it or even played on it.
Surely can't be that much different from 5165 / Any other patch since TQ have no imagination.

I have never used 5375 but I am sure that if you look at guides that are already out for other sources (5165, 5095) etc than you will be able to figure out with a little bit of brain power how to do it.
