i was doing outbreak in shangua, and now the current steps keep staying on 8, and total steps are 9, is this quest bugged, if so plz tell me how to unbugg

Relog, move town, cancel quest several times, wait a bit, attempt to use another quest, even go to the NPC and start the quest manually, without completing it(depends on what part of the quest you are).
