in RFO ph, lvl 40+ characters cannot be deleted... because of the rollback, i want to transfer to acc race rather than bellato. but my level is 41 already. is there any way that i can delete it using ce? is it possible...?

Just file a ticket. Search it at LU Forums. "How to delete level 40 above" there is a guide for it maybe take few days to be deleted

try private server file i dont know where but have possiblity to have acc ccc bcc char in one account GOOD LUCK!
