Help With my private server

So I've recently started my own private server but there are a few problems with it.
People cannot die in the server normal accounts neither gms.Also I need help with alot of things e.g moving npcs, changing what they sell, removing them, adding items, garments, weapons etc

I appreciate it if I could receive some help or guidance
