Help with l2.ini pls

hey,

i tried everything but im not able to de-and reencrypt the l2.ini and change the ip. im talkin about the latest hellbound version...

id be pleased if someone can explain me how to do that or make me 2 l2.inis with following adresses:
gins0r.no-ip.info
192.168.178.109
