Well in my opinion Surprise Attack is kinda lame, for me it was doing only 700 dmg :O, but sensor and heavy attack jutsus are good, but it depends on what you like, for example, in PvP you will need sensor jutsu to avoid chaos, restriction, stun etc, like versus emblem user talent, but if you are doing missions etc, you should probably choose Heavy Attack Class jutsu, but, in my opinion, Heavy Attack jutsu is kinda lame in pvp, cuz you wont have that much time to activate it, and if you do, works for one turn, and if you get affected by sexy girl transformation or something you can always use your sensor jutsu, btw, i chosen sensor jutsu. ;)
