[Q]how to add picture to my server

hi guys, as you see at title i want to know how to add picture to my Pserver.
i know that some will say to me that there is another topic talk about it.
i replay them "yeah i see".
and i try but i can't do it, so i want from any one to show me with simple way and with the small detail with every things how to do it pleaaaaaaaaaaaaaaaaase.
finally, i want to thanx every one answer me.

1. Get a webhost (or learn how to make a local webserver via IIS7+ or XAMPP)
2. Write a CSS template the mocks the Gala CSS template.
3. Write an HTML index page that refers to said CSS template for it's layout.
4. Embed the Image you wish onto the HTML index

put the link of your HTML index as the link for your game screen shot

How can you run a server when you cant even change a picture, let alone fix stuff?
