and admin123 pass

so and 174.142.118.105 ip

Have you tried making another account on the database and logging in with that account?

nop don't know how to make one acount in?

Just change name of admin and put one random?

Use the search engine, there is a video about how to create accounts on SQL

Look in the users master whats the status of the account?

Enable

and say's the IP is : 127.0.0.1
but I used : 174.142.118.105

when I put 127.0.0.1 ip on HxD program my shaiya don't open.

are you trying to make a test server or server with your own ip?

What does Status have to do with this? :/

Make sure your ip is correctly set in the game.exe for your server so you aren't trying to log into another.
If that isn't it than make sure you are typing the correct pass/login.(I've made that mistake a few times lol)
If isn't the case make sure your account is properly created in the PS_UserData database file
The table is called dbo.Users_Master
As John said there is a tutorial on how to do that as well.
If none of these work for you than maybe there is something wrong with your database?
