Need Computer Experts over here

i've been talking to the 20x taiwan private server owner... and according to him, he's been losing a little of his population due to the unknown cause of ip block. Can anybody think of any solution to check etc. what's causing the unknon cause?
His technicians are puzzled by the problem

The taiwan private server "owner" is the one that put the IP block in the first place, didnt he?
