I've found a program online that works, I use it myself, it's useful for other things as well. The link will be at the bottom. It may not be exactly what you want, but I think it is close enough. The functions are as follows:
F1: Makes your vehicle unstoppable, you cannot be rammed by cars.
F2: Removes all spikes from the road
F3: Sets your heat level to 5
F4: Sets your heat level to 1
