Mysql console help

ok i'v done all the thing but i'm stuck at
grant all on account.* to 'ODBC'@'localhost';
it say ERROR 1133 (42000) CANT FIND ANY MATCHING ROW IN THE USER TABLE)

LOWL I'VE WAORKING ON THIS FOR DAYS please help me i'm waiting for the answer now

grant all on account.* to 'ODBC'@'localhost' set password(''); should work

if using mysql 4.0 u should use
grant all PRIVILEGES to 'ODBC'@'localhost';

5.0 recognise "grant all" only but 4.0 doesnt :)
