Where EXACTLY Do I Change What NPC Say??

I was wondering where and how exactly do i change what NPC say ....

in table cq_action

look at the cq_npc and goto the npc u want to alter..
then look at the column task0 and see the action id it uses

then goto cq_action and find the same id as in task0..

Um .. i do that .. and whats in cq_action .. isnt what is said by that npc ... =/
