shaiya_db_restore wont extract the database

As the title says, the .bat wont extract the database, better said it wont connect to the sql server.
I followed the SQL configuration steps from NerwoSols tutorial, tho It didnt work.
Can anyone explain it better how to configure it?
Im using Microsoft SQL Server 2005 Express (SQLEXPR_ADV.exe)

on some systems you have to create an sql account by yourself for example : Shaiya PW :Shaiya123!

Start Sql express, login with windows autentifizierung, go on security--right click on Login-> new login, Login Name = Shaiya, Sql Authentifizierung = Shaiya123. Enforce Password Policy Off! on left side Server rolls = server admin , sys admin then click ok and done! then restart the bat file!

and if it not work! make sure your sql runs on lokal system!

It worked, I just had to turn UAC off. Now Im having the problem that I have all 60+ items. but cant equip them.
