thats just a glitch in the system a graphics glitch it happened many times on me before
that bug must have something to do when you try to bug your vendor to vend in mid air like 10 meters above ground :P

he's not really attacking on his horse, it's a graphic glitch =$
means he got off his mount, then started attacking, but u still see him as if he was still on his mount
