How to edit

i newbie in creating server ( just finished to do one) and need to knwo how to edit charester lvl pet lvl or stars skill lvl ,exp ,monsters drops and all other fings
i use shearch button and find some information but there says
for example: edit cq_levelexp or osmething how to edit it with notepad?? or an program??

can maybe enyone take links for guides how to edit all this fings or just use teamwiever and show me how to edit it, then maybe i can edit all other by my self
