turn on your AccountServer MSGServer and NPCServer and it should work fine.

Then you must check your configs. Make sure everything is excalty the same for example the server IP should all be 127.0.0.1 or something else and the server name should be TEST or something else and then go to the OEM's and change it as well. (IP and NAME)

make sure... ip and server name is the same, in account, config, OEM and shell are the same. No space on server name. MYSQL green, msgserver, npc, accountserver are properly connect. U will got nothing wrong. If u want a complete method to open server search for AziQ's guide on making pserver.

server down means that the MSG server is working but not responding .. u just need to do a refresh by looking at the note it gives ,., mostly its from cq_action .
