How to make Custom zones ?

Hey there,
all the time I see the ppl make custom zones or maps for e.g. PvP.
Can anyone tell me how to make custom zones or maps on my own Server Emulation ?

Thanks, it seems that server custom zones like PVP areas are Server side and not client side. But if I use Zone ID's with moveto XXXXXXXXX XX XX XX that are not "official" but are aviable in zones folder I get Invalid zone id error.
E.g. I try to make a second Firetemple. But the second one dont contain monsters and ist just for PvP may with 2 spawn zones. If I copy the zone and give the zone another number it dont work. Where do I have to set the IDs correctly ? Anyone know ?
