what is the packet analyzing???

uuhm mabye if you explain your Coding related question a little bit better.
It's kinda an open question and why don't you search arround in this forum and some other forums before you ask things like this and ask the things which you don't know.

2) packet analyzing is when you firgure out what packet's bytes contains and how to build responses to send to the server.

It might be... painful if you haven't ever programmed anything but it's a short and good enough explanation.

He said he never programmed anything in C# so It could be that he knows some other langauges:)

But in case you don't know any programming language C# would probably be a good choice. but I recommend you to look at other languages and compare them and see which can do the job for the things that you want to create.
