Med Pack Timer

I've been wondering this for a while but is there a way to decrease the med pack timer limit? I've seen a good number of people who appear to be able to use multiple med packs in less than the 5 sec limit. I was wondering if the timer was serverside or not?

yeah i figured as much, as well.

It may be lag on my end or im finding alot of second wind users.
