i know chars on a couple chars on different servers whose rage activation is lower than 10percent even in double club mode. and their nix activation are around 95% or above in any-singlehand & sword mode.

I am not sure why is it happening, but there has to be something to do with the char you build a char. However, if it is rage that you do not want, change a weapon. There are plenty of weapons with same attack as clubs.

Its posible from server side :D But i dont think that any admin/GM/... will remove it for u :D

I found a way,
Delete your char :)

(may have other side effects, not tested by me)
