Game Graphics app

Okay.. I've been searching for a while, as it's been 3 years since I came back to CO, and I've yet to find an app that Is close to what I used to use years back..

Basically, I'm looking for a small app that just turns off On-Screen effects to raise ping like COtobo used to do, except I just want a little app solely for the purpose of limiting On-Screen effects, nothing else. Exist?? or not? :/

i suppose it will have to do the job, even though its packed with so much other stuff... i will just use it to do what im looking for and nothing more. :P

couldent you just delete everything in 3deffects or 3dobjects or some file in the ini folder(cant remember what one)
