Solution

There has been too many nubs posting keyloggers lately, so
I would suggest you dont let the people with below than 20 posts
post any links. Or you can close the link posting and the one that
needs to post a link sends it to a mod/admin to chek it if it's safe
or not.
Hope you agree with this and stop the spamers and scammers.

What is your problem with spammers?

we are discussing this in the mod forum, but we think that this would lead to more spam instead of less scam :p

Well it would be a problem for the hacker to send his links
to a mod/admin and get them checked before it reaches anyone.

Spammers != Keylogger sharing hackers

Just do not download stuff from 1-post newbies, that's all.
