All characters are the same, all you need is the skill and level it, now the point is how do you want to farm!
You can farm at low levels and get more sp faster, or at higher levels and if you farm at higher levels you will get less sp a kill with the same gap as a low level. There is nothing in how to build it just raise those skills depending on your farming method, and kill.

as 2int1str you don`t need that much phy defense, you just wear protector and the problem is fixed.
the cold-light-heuksal build is rather recommend for either pure int spear or 7:1int-str spears.

how to build a 2int 1 str build.
if you farm at ongs first simply add 2int1str each level
if you plan to farm yourself go pure int till you have finished your farm

lets see
your char always start with 20int and 20str stats points
at level 80 you will have 237 points to distribute

158int points and 79str points to add on your char if you plan to go 2int1str

so you can go pure int till level 54 then from that level only add str points

mastery plan
a hybrid 2int1str spear uses his weapon skills a lot more than nukes, some don`t even level nukes simply because their damage isnt strong enough to kill people.

i suggest you go

why this choice instead of having ice higher.
if you wear protector (you should wear it as 2int1str build, garment or armor make you weaker in pvp) you wont be needing snow shield high at level 60 its perfect can even recommend to get ice 30 for the 90cap.

fire because of the imbue has slightly more damage ( a thing you need as 2int1str) and also because of the magic defense and phy increasing buffs and passive.
take the fire nukes if you got enough sp, their damage is ok and usually good as a starter.

light
speed, magic increase and parry.

heuksal
compared to other ints who nuke more you will be basically a glaive with more damage, so you need heuksal skills maxed if you want to have a chance in pvp.

bad points of a 2int1str hybrid
- its expensive (you will need maxed int and str gear if you want to have a chance in pvp and speed up your grind)
- you will need a strong weapon at level 80 at least a +7 but even then you will have some trouble killing if it does not have a high crit.

in sun the 2int1str build can destroy any other sun using build besides the sun blade (who can actually kill those bastards as china anyway?)
