You cannot make scrolls in Conquer.Before you write to elitepvpers about ingame questions, refer to [Only registered and activated users can see links. Click Here To Register...].

Read through "Play Guide" section of the official website, it will give you all the information you need to understand the game before you start asking questions about hacks.
