What app should I use?

I searched the forum for the last 30 minutes and came up empty so I thought It would be okay to go ahead and ask.

I want to be able to read the LevelExp.dat, and the levexp.dat files. I want to see the exp needed for each lvl. Of course when I open them in notepad all I see is the code. I did try a hex editor, then a hex to text translator but it didn't work. I'm not well versed in writing and editing code so please forgive my being a noob on this subject.
Basically I wanna translate code in those dat file into straight text, or at least something readable. What am I doing wrong?

There is actually a chart on the official CO Forum which tells you the exact amount of EXP required to gain each level... Ill try and find it for you, give me a few minutes :)

I actually have that thread bookmarked but it hasn't been update since they implemented 131-135. If you find one that has that info I'll be forever grateful.
