Possible Noob Question

Hey all, I may have missed it looking at the guides on setting up a Pserver, I apologize if i have...

here is my question...

Is there a way to set up a server, for just myself to use, to mess around with builds etc etc without having to set it up for going "live"? Basically just having the game be isolated to my machine. thanks in advance.
