[Help]What program is used to edit inside of your server?

hey elitepvpers i made a server but its looks lame compared to other people server i need to know how to edit inside of the game like is there a program for that like pheonys rising there game is all blue how do they make it like that if there is a program made for that can some1 give a link please ty.

its all in data or c3 folder. There are thread like this, you should search.

Dont you have to use a program? like a special program or something..
