I guess you would need to know assembly, since you have to change the assembly.

Or more likely simply download a cracked conquer.exe.
If you're using 5165/5095 then there are LOADS of cracked .exe's floating around that use the unencrypted/old style server.dat but none that are public for newer patches.
You could always just use a loader...
