ok this seems to be a common thing, what exactly are these players doing? in game it just looks like a really effective speed hack...

It's a glitch where having Planetside run on two processor cores doubles the speed at which the game runs. It turns out to be fairly difficult to control at this speed (it's not quite like surgile), and a few too many reports will get you yelled at by a GM.

It's a glitch that occurs only with AMD dual core processors. It's just something that happens when both are set to handle planetside. Problem is this is one of the most commonly banned offenses. So if you feel the need to try this with an AMD be warned that SOE takes user reports on this subject very seriously and usually even without proof.
