First of all I searched for "rates" on this thread and didn't find much so here are my questions (yes I didn't work on 5165 at all o.O)

Question1 : Are the drop rates global? (the same rate for each monster)

Question2 (If the answer of Question1 is NO): Where do I change the rates for each monster)

Question3 : Why are there 1 .ini and 1 .txt droprates ?

1.i dont know if i understand this question but yes all monsters in game will drop all items etc. U can code that each mob will drop each item coz its made that all drops all things .
3In ini file ur setting drop of all things in the game but if i remember in txt file r drops for newbie players under 20 lvl

so i can tell u that maybe some1 will more cleary explain u ;p
