He has accepted on skype but is offline atm, some progress at last! been 48 hours since I pressed that pay button but still 0 refs... I'm happy with the skype accept though, hope he starts soon.
Edit: although guys, the fact that he set this up as a service on paypal shows he is legit (you can raise a dispute with paypal if you do not receive the service), I am patient and hope he does start on my order soon, just posting to update people if anyone else is having the same issue, sorry for the spam ^^.

I can't speak for him, but most of the referral guys here (myself included) are on a bit of a waitlist. Also, it takes 72hrs for riot to update anything sometimes. So it's possible they are already done. I would say be patient or skype him.
