have you try this:
1. off all the anti virus including deep freeze if your using it.
2. delete cabal, download installer and re-install it. ( anyway cabal installer so far it is safe so
no worry for turning off your anti virus)
3. download and install. netframework ver. 3.5 or higher
4. let it patch
5. turn on deep freeze "if" needed and anyi virus.
it saves you time than your conventional way of using cabal, because problem persist if you
only change, add or modify your current game mode.

Please understand my post very well... I am not demanding, I am just posting my actual usage and problem for the developer to know and be aware of it. It is just by giving him the views and comments of the users. It is also our obligations as users to apprised the developers of some problems and area of development of the applications. Please do not consider my post as a DEMAND. suggestions, views and opinions are not DEMANDS. Those are the reasons why we have this thread. GETS?! UNDERSTAND?!
