I HAVE THIS... WHAT CAN DO???

Hello guys, I hope that someone replies to me.

Once i downloaded the database I can get a file in .bin ; I also can get it if I want in .dat and I can also get it in .xml

The problem here is that the only one that can actually edit is the .xml one cause it's written in *english* (Like real letters and numbers) the other 2 .dat and the .bin ones I can open them using notepad++ (or whatever program) but I can't edit cause I have no idea what're they saying.
Unfortunately, the restaurant express database can't read the file in .xml so if I try to edit it in .xml and put it in fiddler (ex: recipe.xml or whatever) restaurant city won't load. So I need to files in either .bin or .dat file so I can make it work.

Is there anyway I can convert the .xml files into .bin or .dat once I edit them using Notepad++ or how must I do it?

How did the guy that already did the hacked it and gave us the .bin file do it ? how did he edit the .bin file ?

someone please post the new. restaurant.bin the previous .bin is not working now because of the game update. restaurant.bin and recipe.bin is not working. pelase help me to get the new .bin thank you
