:D I wondered the same thing too when I did this quest. I googled around a bit before I finally found my answer. The reason it does not show up is because it only appears at night ingame. So you need to wait around a bit(just go surf the net or watch youtube or something) till it is night time ingame before you can take the quest, each ingame day cycle is like 15mins or 30mins or something

Thanks for information.I didn't know that either.Probably i always get this quest by night and never notice the night condition.
